ارزش اقتصادی، رویکردی برای مدیریت تقاضای آب در مصارف صنعتی مطالعه موردی: صنایع تولید مواد شیمیایی

چکیده

محدودیت در افزایش عرضه آب برای پاسخگویی به تقاضای رو به افزایش، باعث شده است تا توجه برنامه‌ریزان و محققان به سمت مدیریت تقاضای آب معطوف شود. در این راستا، ابزارهای اقتصادی از جمله نظام قیمت‌گذاری، نقش مهمی در مدیریت تقاضای آب دارند. یکی از مهم‌ترین مبانی تعیین قیمت، برآورد ارزش اقتصادی آب است. ارزش اقتصادی در مصارف صنعتی به‌عنوان قیمت طرف تقاضا، حداکثر توان پرداخت بنگاه را نشان می‌دهد. بنابراین، این مطالعه با هدف برآورد ارزش اقتصادی آب برای صنایع تولید مواد شیمیایی اساسی به‌جز کود و ترکیبات ازت (کد2411) به‌عنوان نماینده‌ای از کدهای چهار رقمی صنعتی که حدود 14 درصد مصرف آب را در بین فعالیت‌های صنعتی کشور را به خود اختصاص داده است، انجام شد. برای دستیابی به هدف مطالعه، از روش اقتصاد سنجی تابع تولید در قالب مدل داده‌های تابلویی و همچنین روش باقیمانده استفاده شد. اطلاعات مورد نیاز از طرح آمارگیری از کارگاه‌های صنعتی ده نفر کارکن و بیشتر مرکز آمار ایران برای دوره 92-1376 استخراج شد. نتایج نشان داد که تخصیص هر مترمکعب آب به فعالیت‌های صنعتی یاد شده، ارزشی معادل 37071 ریال ایجاد می‌نماید که با هزینه فعلی خرید هر متر مکعب آب در این کد صنعتی که حدود 5685 ریال است، فاصله زیادی دارد. همچنین نتایج نشان داد که هزینه آب در فرایند تولید مواد شیمیایی اساسی به‌جز کود و ترکیبات ازت (کد2411) حدود 3/1 درصد کل هزینه‌های تولید را شامل می‌شود. بر اساس یافته‌های به‌دست آمده، می‌توان نتیجه گرفت که امکان افزایش تعرفه آب در قالب سیاست تبعیض قیمت بین کدهای صنعتی در راستای مدیریت تقاضای آب وجود دارد. همچنین اطلاعات فراهم شده در این مطالعه می‌تواند برای بهینه‌سازی درآمد شرکت‌های متولی آب و امکان‌سنجی طرح‌های توسعه منابع آب در بخش صنعت مفید باشد.

Economic Value Approach to Industrial Water Demand Management, A Case Study of Chemical Plants

Limitations in water supply to meet the increasing demand have encouraged both planners and researchers to focus attention on water demand management, in which such economic tools as the water pricing system play a major role. A fundamental component of the pricing system is the estimation of the economic value of water, which reflects a firm’s maximum affordable water price or the ultimate elasticity of industrial water. The present study was conducted to estimate the economic value of water for basic chemical plants, excluding fertilizers and nitrogen compounds (code 2411), representing the four-digit ISIC industrial codes which account for about 14% of the total industrial water consumption. The econometric method of production function within the framework of panel data and the residual method were used. Data were collected from the Census of medium-sized businesses carried out by the Statistical Center of Iran over the period 1997–2013.  Results showed that one cubic meter of water allocated to the plants surveyed creates a value of 3,7071 Rials, which shows a large gap with the current purchase price of 5685 Rials. Moreover, it was found that the present water prices account for only about 1.3 percent of the total production cost of basic chemicals, excluding fertilizers and nitrogen compounds. It may, thus, be concluded that it is reasonable to increase the present water tariffs and discriminate among the various manufacturing codes by differences in tariffs in order to achieve water demand management goals. Finally, the information emerging from the study may be exploited to improve the revenues earned by water authorities or to carry out feasibility studies of industrial water development projects.
